There are two possibilities to get to the apartment. The first is from the upper road, park the car by the garbage bins by the Bikers Cafe. There is a small alley leading to a parking lot across the street from the garbage bins. A set of steps leads to the building entrance and you should look for Lazarina number 3 door. The apartment is on the left on the third floor.
The second possibility is to access the apartment from the road below. This can be done through the alley opposite the main entrance to the Excelsior hotel. Alley is called LAZARINA and it is basically just a set of steps leading to the building. You take the steps and take the first left. You will go under the building tunnel and go down some steps to the Lazarina number 3 door. The apartment is on the left on the third floor.
